    Jane Thomson – Chief of Party, Iraq Monitoring Project

    As Chief of Party, Jane provides overall management, leadership, financial oversight, and supervision of the technical aspects of the USAID/Bureau of Humanitarian Assistance (BHA) Iraq Monitoring Project (IMP). The purpose of IMP is to establish a third-party monitoring (TPM) and evaluation support system to monitor, verify, and evaluate selected BHA-funded programs in Iraq. The information and findings that IMP provides help ensure program learning and accountability to assist real-time programmatic adjustments and future program design.

    Jane oversees quality, technical tool design, and third-party monitoring of BHA-funded activities in Iraq, providing synthesized monitoring reports for USAID and detailed activity monitoring reports for BHA’s partners. She supervises the IMP field team and coordinates training and implementation of data collection by local enumerators in key Iraq locations. Jane serves as Integrity’s main liaison and communications link with USAID BHA’s representatives in Iraq.

    Jane brings more than 30 years of professional knowledge and expertise to her work with Integrity, including having led many years of USAID stabilization and transition contracts in the Middle East, and 10 years as Chief of Party on USAID Monitoring and Evaluation projects in the Middle East and East Africa. A skilled leader and communicator, she has deep experience providing oversight of administrative, budget, and technical aspects of USAID projects in countries experiencing conflict and instability and in post-conflict transitions, including Yemen, Somalia, Afghanistan, and Iraq. She managed USAID Iraq’s Community Stabilization Program during a period of intense instability and civil conflict; managed USAID Yemen’s Monitoring & Evaluation (M&E) contract during the Arab Spring uprisings and political transition, led program implementation for the USAID/OTI-funded Afghanistan Stabilization Initiative in Kandahar, and managed the TPM contract for USAID’s OFDA and FFP awards in Somalia. Jane also recently led the USAID Ethiopia Monitoring, Evaluation, and Learning contract, and has managed two USAID / BHA-funded TPM contracts in Iraq, including the current BHA TPM contract (IMP) that she is leading in Erbil, Iraq.

    Jane holds a Bachelor of Science in Nursing from Auckland University in New Zealand; a Master of Arts in Intercultural Studies from Fuller Graduate School, California; and a Master of Business Administration, in International Development from Hope International University, California, U.S.A.
