Julia is Head of Delivery in Integrity’s US Services team. In her role as Task Order Manager of the Peacebuilding Evaluation, Analysis, Research, and Learning (PEARL) Activity through the USAID Bureau for Conflict Prevention and Stabilization, she leads delivery of analytical and evaluation services supporting USAID Missions and operating units to better navigate strategic and programmatic challenges in violence and conflict-affected settings.

Julia brings more than 15 years of experience in design, implementation, and assessment of global development programs across 30 countries. Her career has focused on USAID and US Department of State investments that seek to prevent and mitigate violent conflict, consolidate democratic openings, improve access to justice, and advance human rights for vulnerable populations. Before joining Integrity, Julia cultivated a diverse background with research, non-profit, consulting, and international organizations. She coordinated non-partisan dialogue to inform foreign policy and assistance programming at The Wilson Center; led progress reporting on electoral support and democracy promotion activities in Iraq for the National Democratic Institute; conducted more than 30 independent assessments and performance evaluations at Social Impact, Inc.; and operationalized a performance monitoring system to measure efforts that promote rule of law and access to justice at the International Development Law Organization in Rome, Italy.

Julia holds a Bachelor of Arts in Philosophy from Bucknell University and a Master of Arts in Law and Diplomacy from The Fletcher School at Tufts University, where her thesis focused on US foreign policy in Iran.
