Integrity’s CAT Approach to Political Economy Analysis

We are excited and proud to announce the launch of Integrity’s Context, Audience, Timeframe (CAT) approach to Political Economy Analysis (PEA).

Development, stabilisation and humanitarian programmes do not exist in a political vacuum. Programmes that fail to account for the context in which they operate and, most crucially, how that context may change over time are unlikely to succeed. They can even cause more harm than good.

‘Thinking and working politically’ is an essential approach if interventions are to adapt to their political environment.

  • Training police on the importance of human rights will have minimal impact if it fails to account for the incentives and constraints that underpin police behaviour.
  • Livelihoods grants that neglect tribal dynamics could result in conflict or exacerbate existing inequalities.
  • The desired multiplier effect of infrastructure projects can be negated by political, social and economic constraints.
