Project Objectives
Integrity was tasked with helping the UK’s Integrated Security Fund (ISF) demonstrate how data analytics and advanced data science methods could support complex, cross-government policy and programming issues.
Project Outputs
Integrity led the Global Monitoring, Evaluation and Learning (GMEL) Partnership for the cross-government ISF, which oversees over 90 programmes in more than 80 countries and territories. In 2021, we received a contract uplift aimed at supporting the uptake of data analytics. Our goal was to help the ISF leverage data analytics to expand the evidence base for policy choices and enable faster, more informed decisions at the intersection of policy and programming.
To achieve these objectives, we delivered three complementary workstreams of technical, advisory, and capacity-building support:
Data Pilot Projects: These projects demonstrated the utility of predictive analytics, natural language processing, social media analysis, and data engineering and visualisation across diverse programming and policy challenges. Key areas included countering information manipulation, migration, terrorism, energy security, and cyber.
Community of Practice: We established a data analytics culture across ISF teams by hosting quarterly events and delivering tailored knowledge products on natural language processing, remote sensing, causal inference, open-source intelligence, and AI ethics.
Data Standards and Repository: We transformed ISF data standards and established a repository to improve the quality and consistency of internal ISF data. This repository supported key portfolio-level decision-making processes such as spending reviews.
Through these activities, Integrity laid the foundations for the ISF data analytics practice and Evidence and Data Hub, enhancing a culture of evidence-based decision-making.
