Integrating data science and digital platforms on the Afghanistan Reconstruction Trust Fund Third Party Monitoring Programme
Project Objectives
The primary objective of the Afghanistan Reconstruction Trust Fund (ARTF) Third Party Monitoring Programme was to assure the value for money of Afghanistan Resilience Trust Fund investment projects through:
- Monitoring of projects implemented by UN Agencies, including integrated oversight of project implementation performance, and compliance with fiduciary, environmental and social standards.
- Sector Monitoring activities that addressed information gaps and provided findings in key sectors (governance, economic and education) to enhance the World Bank’s understanding of the regulatory environment and support decision making.
Project Outputs
Integrity led the programme’s Analysis and Reporting Team and Data Unit. In this role we developed a custom digital platform to support the end-to-end monitoring cycle and enable real-time communication, coordination and risk identification. The platform provides World Bank staff with secure access to dashboards, geo stamped photographs and financial monitoring data, rich databases, narrative reports, intelligent messaging services and an integrated mobile app for accessing critical insights on the go. Additionally, Integrity innovated activity-specific automated data quality assurance processes and a semi-automated report drafting process to generate quantitative metrics and visualisations. These innovations reduced the time required for analysts to produce the first draft of reports by approximately 50%, compared to a fully manual process.
