In a political environment focused on value for money, cost effective programming and providing support to conflict-prone states and fragile environments interventions in such contexts have experienced an upsurge in demand for improved monitoring and evaluation. Awareness of the mixed success of past interventions has increased the need to learn from previous and current programming and capture undesired outcomes.

Integrity advocates incorporating the programme design (or redesign) phase into the monitoring and evaluation cycle. Whilst monitoring is intended to provide decision-makers with continuous information about a programme’s status and development in relation to its goals and objectives, evaluations are reviews focused on understanding links of causality between project activities and observed changes. A continual design-evaluate-redesign loop is essential to effective programming, as conflict environments change frequently and often dramatically, and donors adapt their resources and objectives to an ever-changing context.

Integrity is well versed in experimental and quasi-experimental methods to contribute to a growing evidence base of rigorous evaluations on what works and what doesn’t in conflict-affected regions.

Conflict Sensitivity

Monitoring, evaluation and learning is a complex series of undertakings in any implementation context, but particularly so in conflict and fragile environments. Integrity advocates a cyclical (as opposed to linear) design-evaluate-redesign approach through which it is continually necessary to test the Theories of Change and underlying assumptions based upon a constantly developing understanding of context. Implementers must be prepared for interventions to perform unexpectedly, and be ready to adapt.
