Whilst monitoring is intended to provide decision-makers with continuous information about a programme’s status and development in relation to its goals and objectives, evaluations are reviews focused on understanding links of causality between project activities and observed changes. A continual design-evaluate-redesign loop is essential to effective programming, as fragile environments change frequently and often dramatically, and donors adapt their resources and objectives to an ever-changing context.

We work with our clients to help them clarify and articulate the logic that underpins their programming and operations, as the foundation for effective intervention. We then help devise appropriate strategies and activities to achieve these goals in unstable settings. Integrity advocates a cyclical (as opposed to linear) design-evaluate-redesign approach through which it is continually necessary to test the Theories of Change and underlying assumptions based upon a constantly developing understanding of context. Implementers must be prepared for interventions to perform unexpectedly, and be ready to adapt.

Third-party monitoring and learning
We offer independent verification and appraisal services to help our clients verify and build confidence in their programming and operations, when they lack in-house resources to do so, require an independent and objective view or where direct access is challenging. Based on our extensive experience we tailor cutting-edge approaches and feedback mechanisms, to enhance visibility, ensure accountability and validate outputs across the field of operations.
We are expert in conducting external evaluations at each stage of the project cycle. This includes ex-ante, mid-term and ex-post evaluations that utilise mixed methods, including qualitative and quantitative tools, to assess the effectiveness of internal processes, measure outcomes and impact, and offer recommendations for how programmes can be improved. Integrity is well versed in experimental and quasi-experimental methods to contribute to a growing evidence base of rigorous evaluations on what does and doesn’t work particularly in politically complex, fragile or even conflict-affected contexts.

Monitoring, evaluation and learning is a complex series of undertakings in any implementation context, but particularly so in politically complex, fragile and conflict-affected environments.
