Monitoring, Evaluation and Learning
Our Monitoring, Evaluation and Learning Services
Our monitoring, evaluation and learning services create evidence-based programming and measure progress toward objectives. We help our clients to set realistic goals and improve performance.
We offer integrated monitoring and evaluation solutions from project design through to implementation and closedown. Our goal is to help our clients remain accountable, while improving the quality of the services they deliver. We use a range of qualitative and quantitative methods to analyse performance analyse performance ensuring the five core standards of ‘relevance’, ‘effectiveness’, ‘efficiency’, ‘impact’ and ‘sustainability’.
Integrated Design, Monitoring and Evaluation
Integrity offers integrated design, monitoring and evaluation solutions encompassing complete project, programme and portfolio cycles. We help our clients improve impact, efficiency and sustainability while increasing accountability and value for money. Our team has developed innovative methods to gain unprecedented access in complex and challenging contexts, gathering high quality data through tested and conflict-sensitive approaches.
With an international focus on value for money, cost effective programming and increased support to conflict-prone states and fragile environments, interventions in such contexts have experienced a challenging upsurge in demand for improved monitoring and evaluation. Awareness of the mixed success of past interventions has increased the need to learn from previous and current programming and capture both negative and positive outcomes.
Integrity advocates incorporating the design phase into an ongoing monitoring and evaluation cycle. Whilst monitoring is intended to provide decision-makers with continuous information about a programme’s status and development in relation to its goals and objectives, evaluations are reviews focused on understanding links of causality between project activities and observed changes. A continual design-evaluate-redesign loop is essential to effective programming, as fragile environments change frequently and often dramatically, and donors adapt their resources and objectives to an ever-changing context.
Achievement of goals in unstable settings
We work with our clients to deliver:
Project, programme and portfolio design
We work with our clients to help them clarify and articulate the logic that underpins their programming and operations, as the foundation for effective intervention. We then help devise appropriate strategies and activities to achieve these goals in unstable settings. Integrity advocates a cyclical (as opposed to linear) design-evaluate-redesign approach through which it is continually necessary to test the Theories of Change and underlying assumptions based upon a constantly developing understanding of context. Implementers must be prepared for interventions to perform unexpectedly, and be ready to adapt.
In-programme monitoring, evaluation and learning
We manage the monitoring and evaluation components of projects and programmes to track progress, improve systems and measure outcomes. We are committed to providing decision makers with easily digestible, insightful and actionable data to inform judgments and allow programmes to evolve and adapt to the fluid contexts where they work.
Third-party monitoring and learning
We offer independent verification and appraisal services to help our clients verify and build confidence in their programming and operations, when they lack in-house resources to do so, require an independent and objective view, or where direct access is challenging. Based on our extensive experience we tailor cutting-edge approaches and feedback mechanisms, to enhance visibility, ensure accountability and validate outputs across the field of operations.
We are expert in conducting external evaluations at each stage of the project cycle. This includes ex-ante, mid-term and ex-post evaluations that utilise mixed methods, including qualitative and quantitative tools, to assess the effectiveness of internal processes, measure outcomes and impact, and offer recommendations for how programmes can be improved. Integrity is well versed in experimental and quasi-experimental methods to contribute to a growing evidence base of rigorous evaluations on what does and doesn’t work particularly in politically complex, fragile or even conflict-affected contexts.
Objectivity, Diplomacy and Sensitivity
Monitoring, evaluation and learning is a complex series of undertakings in any implementation context, but particularly so in politically complex, fragile and conflict-affected environments. To maintain the trust of our clients and the communities amongst whom we work we need to hold ourselves to high standards of neutrality, objectivity and credibility based on careful research and evidence.
Many of our clients are large organisations with multiple overlapping but different objectives. They work across multiple geographies with teams of people moving between those offices and changing role and position. Deep and nuanced understanding of our clients as organisations is as important as understanding their areas of programming. Culture, ways of working, and ways of communicating are as important as goals, systems and methods.
For Integrity, people skills are as important as technical expertise. We have the ability to listen carefully, act with diplomacy across multiple partners and organisations, be discrete and protect our clients while delivering impactful results with sensitivity and tact.
