Capturing data for critical learning on Pakistan resilience programme

Integrity has been implementing the Building Resilience and Addressing Vulnerability to Emergencies in Pakistan (BRAVE) Monitoring, Evaluation and Learning (MEL) contract since December 2024. BRAVE is a £97 million, seven-year (2021-2028) climate resilience programme funded by FCDO. It aims to save lives and improve the coping capacity of the most vulnerable people, while increasing the ability of the Government of Pakistan (GoP), civil society and communities to mitigate and respond to the effects of climate change.

Over the first 12 months of delivery, we successfully completed the inception phase in May 2025, earning an “Excellent” rating from EQuALS on the evaluation methodology. We completed two third-party monitoring cycles, verifying implementation of important resilience work by BRAVE partners, including the World Food Programme and Concern Worldwide. Concurrently, we initiated data collection for the evaluation baseline, setting the foundation to gauge the performance and effectiveness of key BRAVE interventions, and generate learning to support adaptation and inform future programming.

As part of our demand-led support, FCDO has recently approved our concept note for a Value for Money analysis. We have delivered a Climate Resilience Literature Review to build the evidence base on what works to improve climate resilience, as well as a district-level Political Economy Analysis, which will inform effective Implementing Partner engagement and coordination with key climate resilience actors and BRAVE’s institutional capacity-building component.

BRAVE MEL builds on Integrity’s long-term commitment to working in Pakistan and you can read more here about the BRAVE programme and Integrity’s role. The expert team at our regional South Asia base in Islamabad also deliver the £35 million FCDO Evidence for Health (E4H) Monitoring, Evaluation, Research and Learning (MERL) contract, which runs until 2027.

With more than 15 years of experience in Pakistan, our Principal Manager, Muhib Farooqui has been leading key portfolios for FCDO in Pakistan since 2011, including E4H. He is also the Team Lead for BRAVE MEL programme. He said:

Working in Pakistan since 2013, Integrity also delivered third-party monitoring (TPM) and evaluation for FCDO of the Multi-Year Humanitarian Programme (MYHP) from 2021-22; and TPM for FCDO of the Building Disaster Resilience in Pakistan (BDRP) programme.
