Project Objectives

Integrity delivers Monitoring, Evaluation, Research and Learning (MERL) services for the UK Government’s £108 million Climate Investment Fund for Pakistan (CIFPAK), a flagship blended finance programme that mobilises private investment for climate adaptation and resilience.

The programme seeks to increase climate finance, strengthen Pakistan’s capital markets, and advance inclusive investment approaches that benefit communities vulnerable to climate change. Integrity generates the evidence, insight and learning that drive programme performance, accountability and long-term impact.

Working closely with FCDO, the International Finance Corporation (IFC), government stakeholders and delivery partners, Integrity provides decision-makers with robust data, analysis and learning throughout the programme lifecycle.

Project Outputs

  • A strengthened programme results framework, including logframe review, indicator refinement and ongoing performance monitoring.
  • Baseline, midline and endline evaluations that assess programme performance, value for money and contribution to climate resilience outcomes.
  • Research studies on climate finance, resilience and gender outcomes that contribute to the evidence base for blended finance in Pakistan.
  • Climate finance analyses that track investment flows and assess progress in mobilising private capital.
  • Stakeholder engagement and coordination across FCDO, IFC, government institutions and implementing partners.
  • Interactive dashboards, learning products and knowledge resources that translate evidence into practical insights for programme stakeholders.
  • Annual International Climate Finance (ICF) KPI reporting and analysis, including the integration of gender equality, disability and social inclusion considerations.

Anticipated Impact

Through its integrated MERL support, Integrity will equip programme stakeholders with robust evidence, analysis and learning to inform investment decisions, strengthen accountability and maximise the impact of climate finance in Pakistan.

The programme will generate insights on climate resilience, inclusive investment and blended finance approaches, contributing to evidence-informed decision-making in Pakistan and the wider climate finance community.
