Pakistan is the world’s eighth most climate-vulnerable country, with the World Bank estimating that up to US$348 billion will be required by 2030 to strengthen climate resilience and support the transition to a low-carbon economy.

CIFPAK is a pioneering £108 million UK Foreign, Commonwealth & Development Office’s (FCDO) programme designed to mobilise private climate finance through blended financing approaches, bringing together public and private capital, concessional and commercial finance, and targeted technical assistance to accelerate climate investment at scale.

CIFPAK will support implementation of Pakistan’s National Adaptation Plan and Nationally Determined Contributions, while helping to deepen domestic capital markets through the development of innovative green financing instruments that unlock new sources of private investment.

In early 2026, Integrity was selected to deliver the programme’s independent MERL function, and we successfully completed the inception phase in August. Through a tailored and forward-looking MERL approach, we will generate robust evidence on programme performance, assess progress against the programme theory of change, and provide strategic insights to support adaptive management and maximise value for money.

CIFPAK MERL is led by Ali Tauqeer Sheikh, and supported by a team of Pakistani and international specialists. One of Pakistan’s best-known authorities on climate finance, adaptation and blended finance, Ali is a member of the Pakistan Climate Change Council, representative on the Board of the Fund for Responding to Loss and Damage, and adviser to Prime Ministerial committees. His relationships across government and development finance institutions position CIFPAK’s evidence at the centre of national climate policy and investment decision-making.

Integrity’s work will strengthen the global evidence base on climate finance by generating new knowledge on what does and does not work in mobilising private investment for adaptation and resilience. The findings will help inform future investments by FCDO and other development partners in Pakistan and beyond. Muhib Farooqui, Integrity Principal Manager and Project Director, said:
