Integrity conducted an end of project evaluation of a $2 million project providing early reintegration support for returnees to South Sudan. The project was funded by the United Nations Peacebuilding Fund (PBF) and implemented jointly by the International Labour Organisation (ILO) and the International Organisation for Migration (IOM) between 2012 and 2013.

The project proposed to build and expand on previous work on the thematic by scaling-up business and vocational skills training and linking this to microcredit support for the participants. The overall objective was to stabilise communities and ease early reintegration of returnees in areas affected by high influx of returnees and internally displaced persons.

Integrity was commissioned to evaluate the program in the main cities. The evaluation was structured according to the OECD/DAC performance appraisal criteria to determine the appropriateness, relevance, effectiveness, efficiency and sustainability and impact of the joint initiative.

The findings aimed to contribute to improving similar projects and provide lessons learned to key stakeholders, the ILO, IOM and the PBF in their development of future programming. Recommendations included continued institutional capacity development, removal of barriers for job applicants, improving market linkages, and expanding opportunities for women.
