Afghanistan Reconstruction Trust Fund (ARTF) Third-Party Monitoring

The Afghanistan Reconstruction Trust Fund (ARTF) is an 18-year (2002 – to present) $12.3 billion programme to support the Government of the Islamic Republic of Afghanistan’s poverty reduction, service delivery and inclusive growth efforts. The ARTF is a multi-donor trust fund supported by 34 international donors, administered by the World Bank. The fund helps to fill the large financing gap in both the operating and development budgets of the Government of the Islamic Republic of Afghanistan, and supports immediate stabilisation and reconstruction needs nationally.
To support the fund, the World Bank has contracted a Third-Party Monitor (TPM), its largest third-party monitoring contract in the world. The overall goal is to maximise value for money of ARTF-financed programmes. This is done by providing fiduciary assurance on the Afghan Government’s use of grant proceeds and their likely development impact to the ARTF partners, the World Bank management, the Government, and the Afghan public.
Integrity, with partners, provide the TPM services. Integrity is responsible for providing the analysis and reporting, in conjunction with a local national partner conducting the physical monitoring and a combined international and national Financial Monitoring Team. Monitoring and reporting consists of over 4,000 site visits each year across 32 projects and all 34 provinces. In addition, Integrity is responsible for the Digital Platform Unit which manages all programme data and reporting and supports an online digital platform for all analysis and reporting of the fund. It is accessed on a daily basis by over 450 users from the World Bank and Government Ministries.
